Gallagher is the better buy when access has to be conditional — on a competency, an induction, a two-person rule, or a perimeter that belongs in the same policy model — and when you have to be able to prove afterwards what the system decided and why.

The mistake worth avoiding is buying the heavier platform for a site that will never configure its capability. A system whose policy engine is never used is an ordinary access control system with a larger licence fee attached.
